Mississippi's cities and counties answer that differently, so the site sets out each published route and separates it from the private-property case. ## Mississippi facts, with their sources (read 2026-10-05) - State highways: Lafayette County's website says the Mississippi Department of Transportation handles dead animals in the roadway and gives (601) 359-7001; Olive Branch's website lists 1-866-521-MDOT (6368) for state-maintained roads. Neither is an MDOT page, and MDOT's own contact page could not be read. City streets and county roads belong to the city or county. - City routes, each in the city's own words: - Jackson Code §106-186: dead animals may not go in garbage containers for regular collection and "will be removed by special pickup on call to the animal control division." - Southaven Code §3-26: a dead-animal pickup "from any residence within the corporate limits of the city", minimum charge $25 per animal, paid in advance. - Olive Branch Code §10-46: animal control picks up a dead dog or cat from a residence at the owner's request, for $25. - Hattiesburg Code §6-149: city sanitation removes dead animals in the rights-of-way of city roads; disposal must be completed within 12 hours of the death or discovery unless the carcass is refrigerated or frozen; buried carcasses lie 3 to 8 feet down with at least 3 feet of earth on top. - Biloxi Code §9-1-11: the police department is to be notified between 7 a.m. and 5 p.m.; dead animals may not go in garbage containers; none may remain undisposed for more than 12 hours. - Gulfport Code §4-92: small dead animals are stored in watertight covered cans until the sanitary department collects them. - Meridian Code §12-57: dead-animal carcasses are collected as special collections on request to the public works director. - Vicksburg Code §4-33: a dead animal may not remain on one's premises for more than six hours after its death. - Counties: Madison County's Road Department lists dead animals among items its debris pickup will not collect, and its garbage contractor does not accept dead animals over 10 lbs. DeSoto County sends large dead animals and deer blocking roads in unincorporated areas to Road Management, 662-469-8025. The Rankin, Hinds and Harrison county pages read do not set out a route. - There is no statewide deadline for disposing of a dead animal in the sources reviewed. The Mississippi Board of Animal Health's burial rule (Chapter 7) covers livestock only. - Dumping dead wildlife on roads or their rights-of-way, in public waters, or on private property without the owner's permission is a misdemeanor (Miss. Admin. Code Part 2, Rule 2.7 makes it unlawful to transport any portion of a cervid carcass outside a zone. The MDWFP pages reviewed do not say how the rule applies to a deer found dead on private property. MDWFP asks for reports of deer found emaciated, lame or immobile, or dead with no obvious cause of death: MDWFP app, mdwfp.com/cwd or 1-800-BE-SMART. - Rabies: the Mississippi State Department of Health advises against handling live or dead raccoons, bats, skunks, foxes and coyotes. The Board's latest update (February 4, 2026) reported HPAI in a commercial flock in Amite County; MSDH reported no human cases as of August 2026.
